In a pair of equivalent rational numbers, the product of the numerator of 1st rational number and denominator of 2nd rational number = product of the denominator of 1st rational number and numerator of 2nd rational number.

So,

-3 × -24 must be equal to 8 × x

-3 × -24 = 8 × x

72 = 8x

x = 72/8

x = 9

Thus, answer = 9
