The Constitution of India is the machinery for law and not law itself. The values mentioned in preamble are expressed as objectives because:-
1. In 1950, it wasn't possible for the republic of India to attain sovereignty, socialism, secularism and democracy suddenly but to be attained gradually.
2. It also helps us to know the intention of the Constitution makers so that we are able to do a meaningful interpretation of the statement in question.
