Now Voltage Regulation depends on two things
1)Amount of current drawn by the load from the transformer i.e Loading on the transformer.
2) Power factor of the load.
Now as seen from above explanation if power factor of load is poor or say lower then it will draw more current from the transformer and thus more drop will take place within the equivalent resistance and equivalent reactance of the transformer. Thus output voltage will differ more as compared to no load voltage and thus Voltage regulation will be higher.
As we all want lower Voltage Regulation as possible, above condition is the worst scenario.
