vol of first:vol of second= 4/3 pi r1^3: 4/3 pi r2^3
therefore r1 : r2 =2:3
now CSA of first: CSA of second = 4 pi r1^2 : 4 pi r2^2
thus (r1/r2)^2= (3/2)^2 = 9/4
thus ratio is 9:4

volume of sphere= 4/3 \pi r^3

volume of sphere1/volume of sphere2 =27/8
get r1 and r1
surface area=4 \pi r^2
find surface area for both and divide it. there you go.
