Thickness = x cm ,    External Radius = 9+x  cm
Volume of the material of cylindrical pipe = V = 748 cm³
   External volume - internal volume = 748
   π (9+x)² L - π 9² L = 748 cm³

   (9+x)²  - 9² = 748 * 7/( 22 *14) = 17
    x² + 18 x - 17 = 0
    x = √98 - 9 = 0.899 or  0.90 cm
