The water "solidifies" as the temperature in inner cylinder "decreases" due to freezing mixture and density of water increases. Therefore the temperature readings in both the thermometers are "same."

This is a common scientific phenomenon of changing substance's physical state by giving or taking out the heat from that substance. Usually if we take out the head from liquid substance it solidifies and if we give heat to a solid substance it becomes liquid.
