The weakening of the central authority give rise to regional powers and regionalism. How much is this relevant in the present Indian context?

The central authority is the main governing power of a country. Over the passage of time India has been governed by central authorities with division among states/provinces. Whether it be the Mughal rule or the British rule, India has been administered under central rule. 

However, presently India is a democracy which has a basic rule of federation. Under federation there is division of power among different groups which are selected through elections. 

In India presently, the central government belongs to the Bharatiya Janata Party(BJP), however, provincial governments are formed by other political parties such as Indian National Congress etc. 

In their regions, they have their own system of government. They follow their principles and implement their political agenda not that of the central government. The purpose of this is to strengthen their control in the area for future elections.
