Let the weight of empty bucket be b
and total weight of water be x

Weight of a bucket full of water
= weight of empty bucket+ weight of water
= b+x

_________________
(1/4)x = (5) 1/4 kg
(1/4)x = 21/4
x = 21 kg
_________________
(16)1/2 = b+x
33/2 = b+21
b = (33/2)-21
b = (66-21)/2
b = 45/2
b = (22) 1/2

hence the weight of empty bucket is 22 whole 1 by 2
