side of square =21m
radius of each semi circle = 21/2 m
total area= area of square + area of 4 semi-circle
T.A= 21 x 21 + 4 x 1/2 x 22/7 x 21/2 x 21/2 m square
= 441+ 11 x 3 x 21
= 441 + 693
= 1134 square meter
total rose that can be grown= 1134/6
= 189

Here Pi is taken as 22/7, and I've skipped some small, easy calculations.
Hope this helps!
