The relation between velocity and angular velocity is that,
V=rш
where,
r is the radius and ш is angular velocity (ш or mega is for representational purposes only)

So,
radius = 50 cm
           =0.5 m
So,
V=rш
ш=V/r
    = 14/0.5
    =28 rad/sec
So, the  angular velocity is 28 rad/sec

Given the radius of a wheel r = 50cm

                                                 = 50 * 0.01
            
                                                = 0.5m.



Given Linear Speed = 14 m/s.


Now,

The angular velocity of the wheel = (v/r)

                                                         = 14/0.5

                                                         = 28 rad/s.
