This is gauss law. According to this law the electric field that passes through a closed surface is 1/Eo times the total charge linked to the surface at any line integral.
PROOF....
For a single point charge
We know E= 1/4* pi * epsilon not * q/r
and Area, A = 4*pi * r
thus E*A = q/ Epsilon not
So, phi = q/ epsilon not
