3.

1. First one will pick one of three groups of 9

randomly divide the 27 into 3 groups of 9, place two on the scale, one on each side. If one is heavier, then the X is in that group of 9. If they are equal weight, X is in the third group.

2. Second will pick one of three groups of 3

Of the 9, divide the 9 into 3 groups of 3, place two on the scale, one on each side. If one is heavier, then the X is in that group of 3. If they are equal weight, X is in the third group.

3. Third will pick one of the remaining 3

Of the three place two on the scale, one on each side. If one is heavier, then that is X. If they are equal weight, X is in the third piece.

minimum 3 times
we can do it by making groups and then weighing them
let firstly we make three groups a b c
each containing 9 balls
so we will weigh any two groups if one of them is heavy than that group contains our ball otherwise the third group contains our all
now we have 9 balls
we will again make 3 groups each containing 3 balls similarly we will weigh them and we will find the group with heavier ball
now we havw weighed 2 times
at last we are left with 3 balls
now will weigh any 2 balls the heavier one is our ball if both are equal than 3rd ball is our ball
