From state 2 the other one fifth of the total candidates. There are 8% of total candidates from state 3. The number of candidates from state 4 and state 5 is equal.

78+130+62+x+x = 650

270 + 2x = 650

2x = 650-270

x= 380/2

x= 290

So, the number of participants from state 4 is 290

ii) Ratio between the numbers of candidates from state 2 and 3=130/62=5/1 =5:1
