Bonjuor!!

✳ THE FOUR MAIN STAKEHOLDERS ARE :

A) Those people who are dependent on forest for their livelihood/food/needs and live in or near the forests.

B) The Forest Department.

C) The Nature savers who's main aim is to conserve nature.

✳ The authority to decide the management of forest produce should be given to the local people who live in and near the forests. Their material requirements would be less and there would be preservation of environment.

Answer:

The government’s forest department should have the authority because they are a branch of the government which is elected by the people. However, these forest authorities must not be corrupt and must not accept bribes from poachers/smugglers. The forest authorities can use the resources of the government to effectively protect and preserve the forest areas.
