It is less than the orginal resistance
When the wire is cut...
The resistance of each is R/3
So 1/ R_equivalent =1/R1 + 1 / R2 + 1/ R3...

1 /R eq = 3×(1/(R\3)) (as resistance off each piece is same)
1/ R eq = 9 / R
R eq = R/9
