OH in alcohol is a functional group and it is only added with carbon compounds. For example when we add OH to ethane(C2H5) it becomes ethanol(C2H5OH).
But OH in hydroxide is not a functional group. It is an anion. It is added to metals and forms base. For example when we add OH to Na, it forms NaOH(Sodium hydroxide) which is a base.
