D%=20%

VAT%=18%

SP with VAT = 23600

Now,

SP = MP - D% of MP

= x - 20% of x

= x - 20/100 *x

= x - 0.2x

= 0.8x

Again,

SP with VAT = SP + VAT % of SP

23600 = 0.8x + 18% of 0.8x

23600 = 0.8x + 18/100 * 0.8x

23600 = 0.8x + 0.18*0.8x

23600 = 0.8x + 0.144x

23600 = 0.944x

23600/0.944 = x

25000 = x

Therefore, it's marked price is 25000.
