We look at the question and conclude that 4 candles are left lit so the answer is 4.

The candles are numbered 1 through 10 and the number 4 candle is now the only one left lit so the answer it 1;

The candles are numbered 1 through 11 and candle 4 is already out so when the wind blew out all the candles except for 4 (because it was already out), then the answer is 0;

Several candles were already out (like 1 to 4 were out) and the wind blew out all but those 4 that could leave the answer as a set of 0, 1, 2, 3, 4;

At least one candle is still lit but arranged in such a way that it relights X number of additional candle because of the direction of the wind blowing the flame in that direction. Then the number can be anything.

So basically, unless you assume only the most basic things, then there is no true way to know how many candles are left still burning
