He meant that for Japan to develop, improve and to make a mark upon the world, the people had to step outside their borders, explore and learn from the world outside, and bring back home talent, well-rounded with the knowledge of the world around. 

Sadao's father also wanted his son to understand that nobody has power over one's future other than oneself. Nobody can limit us nor dictate our dreams and our ambitions. He said that the future is what we make of it - our choices and our decisions are what shapes it. Sadao stayed true to his father's beliefs, went to America at the age of 22, and came back to Japan at 30, as a famous surgeon and a scientist.
