The two reasons the British choosed to neglect the education because it is educational that changes mind of a person and through English education they wanted to show indian that they(British) are more powerful than indians.

The British followed the 'downward filtration theory' were they believed that educating a few Indians would enable them to educate the masses. But in practice, this never worked .
