Actually they are given a particular amount to spend that depends upon their property. But to attract people they spend more . They try to build their own government by bribing people . They promise to do many things but they if after they win election they stop fulfilling it .

Yes this cartoon can be applied to India also . Because many election contestants do these activities to attract people..
