Rajya Sabha is also called the 'Upper House', because of the very reason that it can never be dissolved and it holds permanency.Rajya Sabha was first formed in 1952 and since then it has never been dissolved.

However, Lok Sabha dissolves, under no unforeseen development, after every 5 years. Then the new government is chosen through the general elections in the country.

Moreover, Lok Sabha will also be dissolved even before the 5-year term, if the present government fails to prove its majority in the House. The look Sabha can voice it's lack of confidence in the government in the following ways-

Failure of Motion of Thanks on the President's inaugural address.

Rejection of Money Bill.

Passing a Censure or Adjurnment Motion.

Defeating the government on a vital issue.

Passing a Cut Motion.
