I think that,

when 2016 the population is 6.5×10^7

You told that the population is increasing by 0.6%

So, We assume that x be the increase in population

0.6%=x/6.5×10^7

x = 3.9×10^5

In 2020, that means after four years,

So the population increases by 6.5×10^7 + 4x time

Which means,

In 2020 the population will be

6.5×10^7 + 4(3.9×10^5)

=6.5×10^7 + 15.6 × 10^5

=22.1×10^13.

I think so the answer is correct.If not please apologize me.
