It is an imprecise reference to a time in the near but not too near future. I would say that if we were to eliminate a few other options we can reduce it to a slightly more precise answer. For example, “see you next week” would be much more precise as would “see you in a fortnight” as well as see “you in a month”. What there is not a specific reference to is “see you in three weeks” which is what I would expect the “see you in a few weeks” to actually refer to.
