the child knew that if he will tell his parents to buy anything thing from the fair then they will refuse to buy but thing doesn't describes them as not loving parents. it was a village fair so it may be if his parents were not so rich to buy any of this for him their love For his child was seen in the chapter when the child was lost he was every afaird and crying because he loves his parents ultimately they absolutely love him and care him as when the child was lost he wanted nothing but only his parents so this love will also may be from his parents they were also in tension for him .
Thus, if his parents refused to buy several things they were loving and caring parents .this statement is true because if it not possible that if his parents buy several of things for him so only then they are loving and caring parents
