Thought simla and Ludhiana are located in the same latitude, simla is cool than Ludhiana during the summer season. Why?

Shimla is cooler than Ludhiana, because Shimla consist of hill stations
While Ludhiana consist of plain land...
Ludhiana is at sea level while Shimla is 2200m.so, Shimla is cooler than Ludhiana.
