Consider A, B and C to be the three vertices of the triangle.
To determine the equivalent resistance between terminals, say A and B, the resistances in the arm BC and AC will be in series = 8 + 8 = 16 Ω.
This 16 Ω will be in parallel to the 8 Ω resisteance.
Hence, the required resistance will be 
1/R=1/8+1/16=3/16
R = 16/3 Ω
