According to the given details, there are three resistors available with the resistance of  R1, R2 and R3.

In the series connection, the equivalent resistance is 12+12=24 ohm

Power = V2/R = 100/24 = 4 W

In the parallel connection, the equivalent resistance is (12x12)/(12+12) = 6 ohm

Power = V2/R = 100/6 = 16 W

Required power = 4:16 = 1:4
