tiger,wolf,leopard do not eat plants. does this means that thy can survive without plants?

No..

because they are secondary or tertiary consumers in order to get their food there should be producers and primary consumers,where small animals are their food and plants are food for those small animals..

hence indirectly these carnivores depend upon plants for food and for oxygen as well..
