Answer: It is a Personification type figure of speech.

There are the various kinds of figure of speech namely :Example of common Figures of Speech: Alliteration, Anaphora, Antimetabole, Antithesis, Apostrophe, Assonance, Hyperbole, Irony, Metaphor, Metonymy, Onomatopoeia, Paradox, Personification, Pun, Simile, Synecdoche, Understatement.

Literal language means what exactly it wants to say. Figurative language means something different and usually has  more than what it says on the surface: He ran fast.  Is literal type.

He ran like the wind, figurative sense .In the above example, "like the wind" is a figure of speech, in this case, it is a  simile type figure of speech.
