'Time is like a flowing river' means that Time doesn't waits for anyone it just passes on without any gap or break. If we want time we can't stop it but we have to manage the time in a proper way by using it.
'You cannot step in the same water twice' means once the water is flowed we can't step into the same particular water similarly once time is gone we can't use the past time so this quote means we should try to save time and utilize it in a proper manner.
