Steps of construction:-
(1) Draw the altitude of 4cm as base
(2)Take the compass and cut an arc of 12cm from a side.
(3)Then join other side.

Not at all correct
By ur construction , 12 +4=16 ....i.e.the perimeter is more than 16......
But its given perimeter is 12
