To counter the Chinese influence one of the main steps the French had taken was to sustain dismantle the traditional educational system and establish French style of education and for this they had to replace Chinese language which was widely used by the Vietnamese with another language. The confusion here was to replace it either with Vietnamese or French. There were two broad opinions based on this
1) Many policy makers suggested that French should be used as the medium of instruction.By learning the language they felt that the Vietnamese would understand the French culture and the educated elites would respect their sentiments and thus work for them creating an Asiatic France solidly tied to European France .
2) But others were opposed to this idea they suggested that Vietnamese be taught in lower classes and French in higher grades and the one who learns French and acquire French culture can be granted the French citizenship.
