i think first notice the government servent like government doctor, teacher, officer (income tax officer , police )because they are the imporatant person mainly of them are corrupt they looted money from the normal person.
second thing if any cm or pm take a program on any topic they should notice the poor person like pm of india pass the bill of money matter to start 2000rs note who dont have accout what they do like poor people dont have atm .etc
