To make roads,people break large rocks into smaller ones. Can this be called weathering of rocks?

No we can't call that

No, it can't be called weathering as it is a natural process by water, air, biological organisms etc. We break rocks intentionally to build roads and hence it is not weathering but 'crushing'.
