Answer:

The rule of the road is that in order to protect everyone's liberties, everyone's liberties must be limited. When a police officer, for example, comes into the middle of the road and extends his hand, he is symbolising liberty rather than oppression. You have agreed to a restriction on your own liberty in exchange for a social order that ensures your liberty. Our individual liberty as well as our collective liberty must be protected.

To put it another way, each person's freedom must be limited in order to enjoy the freedom that comes with social order. This arrangement is based on everyone's awareness of how their actions affect others'. People are becoming "liberty drunk," according to Gardiner, and only remembering their liberties rather than the obligations and constraints that this liberty is based on.

Many people's main purpose appears to be to achieve the greatest degree of freedom in driving however they want, but they appear to forget that their actions restrict others' freedom. If their actions result in an accident, the driving order we all rely on will be disrupted, and no one will be able to get anywhere. People must submit to rules and limitations in order for all of us to have access to the freedom that can only come from a state of social order.
