It is from the Surat Al-Baqrah which is the longest surat(surreh) in Holly Quran.

In that verse 2:143 in the first sentence "Thus we appointed you" the meaning is "true muslims, the real follower of islam, true follower of prophet Muhammad"

And that is followed by the next line in verse that the sunnah by prophet Muhammad you follow, nation you witnesses over mankind, and prophet Muhammad witness over you.
