To whom does Jefferson address the Declaration?

 According to the Preamble of the Declaration:". . .a decent respect to the opinions of mankind requires that they should declare the causes which impel them to separation." The Declaration is addressed to all mankind. Of course, Jefferson is also trying to influence those colonists who are neutral or opposed to independence. He also hopes to influence the British, as there was much support for the colonists point of view in England.
