She wanted to shoot a tiger because she was jealous of loona bimberton who was carried eleven miles by an algerian aviator. Just to make her feel jealous she wanted to kill a tiger and wanted to become famous to show her down.

Mrs Packletide wished to hunt the tiger to encounter the fame of Mrs Loona Bimberton
who had been flown in plane with a pilot
so she thought that by killing the tiger it will put her above Mrs. Loona Bimberton in social circle so she intended to hunt the tiger to outshine Mrs. Loona Bimberton.. and wanted to make her jealous of herself.
Moreover Mrs. Packletide wanted to gift her tiger claw brooch on birthday party.
