i think three lone pairs

3

Explanation:

Valency of iodine is 7 and therefore, in an I^{-}_{3} ion there will be one bonding pair between each iodine atom.

On the other hand, rest of the electrons which do not participate in bonding are known as lone pairs.

Therefore, we can conclude that in an I^{-}_{3} ion, there will be total nine lone pair of electrons.
