If the number is 100 , when it increase by 10%, it become 110. When 110 is decreased by 10%, its value is 110 x (90 ÷ 100) = 99. Net decrease is 1%.

Let the number be 100

when increased by 10% number will be

 \longrightarrow \tt \:100 +  \frac{10}{100}  \times 100 = 110

when decreased by 10%

 \longrightarrow \tt \:110 -  \frac{10}{100}  \times 110 = 99

Decrease in original value is (100-99)=1

Percentage decrease is

  \longrightarrow \tt\frac{1}{100}  \times 100 = 1

There will be 1 percent decrease.
