Treaty of Vienna, which was declared after the defeat of Napolean in 1815, declared that monarchies should be restored, including the Bourbon Dynasty. It also removed most of the laws made by Napolean, except some administrative changes which it decided to keep (confederation of 39 states, etc.). Chancellor Duke Metternich signed the treaty, along with the others which ultimately led to the destruction of hope and even a bit of sense of freedom in people which were awoken by Napolean.
