First of all , find the length of the unknown side i.e, ac

By Pythagoras theorem,

$bc^{2} = ab^{2} + ac {}^{2} \\ 5 {}^{2} = 3 {}^{2} + ac {}^{2} \\ 25 = 9 + ac ^{2} \\ 25 - 9 = ac {}^{2} \\ 16 = ac {}^{2} \\ \sqrt{16} = ac \\ ac = 4$

Now draw a simple horizontal line of 3cm.

Now draw a line perpendicular to it from one of its edge of 4cm.

Join the ends of the line

Now you have a triangle with desired properties.
