triangle have a rule ASA but sometime this will be AAS or SAA.why?

Yes, because if two angles are congruent ,the third will obviously become congruent ( for example, if two angles are 60° and 40° ,then the third angle will ultimately become (180° - 60° - 40°)= 80° which would also be congruent ) . So , AAS or SAA will ultimately become ASA.
