PQ = PR

QR = 17 cm

Perimeter = 55

=> PQ + PR + QR = 55

=> PQ + PR + 17 = 55

=> PQ + PR = 38

=> PQ = PR  = 19

QR = 17 cm

QR/2 = 17/2  cm

Tangent for Q   and R = 17/2 cm

Tangent from P = 19 - 17/2  = 21/2 cm = 10.5 cm
