The tropical cyclones form over ocean basins in lower latitudes of all oceans except south Atlantic and southeast Pacific. Cyclones form because of the low air pressure above the ocean, where clouds are formed.

a. When the ocean water is warm, more than 26°C, water evaporates from the warm ocean and form clouds. If there is low air pressure where the clouds are formed, it pulls them in and they begin to rotate. It is the Earth’s rotation and spinning on its axis that causes the cyclone’s clouds to rotate.

b. Cyclones over the warm tropical oceans are capable of producing dangerous winds, torrential rains and flooding, all of which may result in tremendous property damage and loss of life in coastal populations.
The tropical cyclones develop over the warm water of the Bay of Bengal and the Arabian Sea. And therefore it effect coastal states of India  frequently .

In the northern coastal region near equator, the differences in the temperature are negligible. In this region, winds move vertically. The convergence zone of the trade winds is found to be weak in this region.Therefore, tropical cyclones occur rarely in Brazil.
