Momentum of P = m v
Momentum of Q = 5m 5v = 25 mv
Ratio of momenta P : Q  =  1 : 25

Force is time rate of change of momentum. Assume that they are stopped in the same duration.

THen ratio forces =  mv /t  :  25 mv /t    = 1 : 25
