Let two bulbs B1 and B2.
B1 is glowing brighter than B2, following may be the reasons:
1. Resistance of B1 is low that is why high current is flowing through B1.
2. Voltage sources may be different. That is if B1 is connected in DC it will glow brighter than AC.
3. Different types of bulbs.
