If two objects are moving in a straight or parallel line but opposite to each other,then the relative velocity should be summation of their own velocities meaning v(a)+v(b)=80 km/h + 50 km/h=130 km/h which is the relative velocity of car a with respect to car b and the direction here is opposite to car b :)
