Or was one in California and the other one in Ohio ?

You said "the car that leads" is the slow one. This is totally confusing, and we can't possibly
come up with a solution unless we have another piece of information.
If we assume that they were exactly together when the light turned green, and then they both
took off on the same road, the distance between the fast car and the slow car is opening at the
rate of (70 - 46) = 24 miles per hour.
So after 1/2 hour, the fast car is ahead by (24/2) = 12 miles.
